STEP
ONE: Establish a symbiotic relationship between utilities and energy
providers.
This
program, the Conservation and Renewables Discount Program is
now under development at the Council. With this program the energy
provider gives the utilities "credit" for conservation which
the utility in turn "gives" back to the energy provider.
At this point, it is a closed loop and not designed to involve the
public. Therefore, the local utilites have no marketing leverage with
which to engage their customers.
